“Provide good career development for top performers” - why wouldn’t they provide good career development for the lowest performers??? Or just for everyone??

You know what the average annual bonus is for “top performers”? Like $1200 - but of course the managers get twice to 10 times more than that.

Managing well starts with an honest assessment of the actual work required, then actually staffing to meet those requirements. Most federal managers don’t do that because they can overgrade positions with no penalties.

Managers complicate and underestimate the work before the staff is ever hired - then you reward them managers and punish the employees.

Tell me you hate the working class without telling me you hate us.
